The rubber gasket for overflows is made with a taper. Get a thick one and then rotate it until the taper matches the angle of the overflow pipe and then tighten the plate to compress and hold it.

: Our boys just filled the upstairs bathtub up to the bathtub overflow for the first time and when I went down stairs there was water coming out one of our light fixtures. It appears that the overflow pipe isn't connected properly. It looks like it is at a slight angle and not flush with the overflow hole. How can we fix this?
