If you're referring to the overflow pipe inside the tank, the problem is that the float needs to be adjusted. There are a couple of variations of floats, but the principal is the same. As the water rises in the tank, the float rises (floats) with it. When the water reached the proper level, the float closes a valve. If the float is not adjusted correctly, it doesn't shut the valve completely and the excess water goes down the tube. If the float valve is worn out, it can be easily replaced.
