Removing tile glue off cement slab

I've removed carpet and tile from a bedroom that is on the cement slab foundation. Since this floor gets so damp, I want to simply paint it and use throw rugs.
What is the simpliest way to remove the 35 year old glue that is on the cement from the tiles?
